The term social welfare expresses a changing concept. It means not only to provide financial assistance and other services to the poor and the disadvantaged but it also refers to the collective responsibility to meet the needs of all the people in general. Elizabeth Wickenden defines social welfare as ‘including those laws, programmes, benefits and services which assure of strengthen provisions for meeting social needs recognized as basic to the well-being of the population and the better functioning of the social order. Social welfare is concerned with all those forms of social intervention that have a primary and direct concern with promoting both the well-being of the individual and of the society as a whole. Social welfare includes those provisions and processes directly concerned with the treatment and prevention of social problems, the development of human resources, and the improvement in the quality of life. It involves social services to individuals and families as well as efforts to strengthen or modify social institutions.
